Seminole Woman-Owned | Tribal-Focused Professional Development and Consulting Organization

Native Peacekeeper Consulting Group (NPKCG) is a Seminole woman-owned Certified Small Business (WOSB) dedicated to strengthening Tribal governments and organizations serving Indigenous communities.

NPKCG works in partnership with Tribal leaders, public safety professionals, housing authorities, and community organizations to support leadership development, workforce capacity, public safety initiatives, housing programs, and community services.

Recognizing the need for professional development opportunities designed specifically for Tribal environments, NPKCG established the NPKCG Professional Development Institute, which delivers leadership development programs, certification courses, and workforce training.

Through the Institute and its consulting and advisory services, NPKCG provides practical training and strategic support that helps organizations build stronger leadership systems and resilient communities.

Amy Osceola Latchford, Owner

Native Peacekeeper Consultant Group, LLC, Owner Amy Osceola Latchford, is an enrolled member of the Seminole Tribe of Florida and of the Otter Clan. She has developed a strong sense of culture by possessing a deep appreciation and knowledge of the Seminole Tribe of Florida’s customs, traditions, and values. She has embraced her heritage, language, and history, as well as honoring and respecting the attributes of other cultures. She values diversity and recognizes the significance of fostering a peaceful and harmonious coexistence in society. For over 25 years, she has developed the ability to develop a team, nurture the team, and lead the team. She is a proven leader with the ability to instill core values by providing guidance and support to help individuals grow and improve in life. As a leader, she has been able to transform individuals into being motivated by obtaining their ultimate goals by creating a positive environment in which to succeed and thrive in everything they do.

Dr. William R. ​Latchford, the President of Native Peacekeeper Consultant Group, LLC, a retired Executive Director of Public Safety and Chief of Police, and an Accredited Small Business Consultant and proud member of AASBC®, has achieved a significant milestone by earning his Doctorate in Criminal Justice.​ With over 32 years of experience in public safety with the Seminole Tribe of Florida, Dr. Latchford has demonstrated his commitment to safeguarding and serving the Native American community. His recent retirement as the Executive Director of Public Safety saw him overseeing multiple departments, including the Police Chief, Fire Chief, and Emergency Management Director, where his emphasis on collaborative efforts has maximized the departments' collective potential to provide superior services to the community.

During his tenure as Chief of Police, Dr. Latchford led the police department in implementing innovative strategies, policies, and programs to enhance public safety and reduce crime. His insight into security and risk management for tribal gaming enterprises, gained through his experience in the gaming industry, has been invaluable in identifying vulnerabilities and developing effective risk management strategies. With a Bachelor's degree in Public Administration, a Master's degree in Criminal Justice specializing in Emergency Management, and now a Doctorate specializing in Homeland Security from Saint Leo University, Dr. Latchford embodies dedication to both academic excellence and practical application in his field.

In addition to his leadership roles, Dr. Latchford is dedicated to mentoring and training law enforcement officers, firefighters, and emergency management personnel, emphasizing leadership, emergency preparedness, and community policing. Actively involved in community organizations such as the International Police Chiefs Association and the National Native American Law Enforcement Association, he also serves as the Co-Director at Florida State University's Native Crime and Justice Research Institute. Dr. Latchford's pioneering research and policy development work, focused on community policing in tribal communities and complex crime and justice issues in Native communities, reflects his commitment to advancing the welfare of Native American communities across the nation.

His role as Program Manager for the Department of Justice's national strategy "Safer Together" underscores his ability to implement large-scale safety initiatives. David's expertise extends beyond campus environments, as evidenced by his experience as a narcotics investigator with the Albany, Georgia Police Department, providing him with a comprehensive understanding of diverse law enforcement challenges.

David's academic credentials, including a master's degree in public administration from Albany State University, complement his practical experience, enabling him to approach safety and security challenges with both theoretical knowledge and hands-on expertise. His leadership in professional associations further demonstrates his commitment to advancing the field of law enforcement and campus safety.

Chief David Whitlow (Retired), our Senior Law Enforcement Consultant at Native Peacekeeper Consulting Group (NPKCG), brings an exceptional blend of experience, cultural insight, and leadership to our team. With a distinguished 30-year career in policing and deep-rooted connections to his Mohawk heritage, David is an invaluable asset to both NPKCG and the communities we serve. As a retired Chief of Police and member of the Bear Clan, Mohawk Nation, from the Six Nations community, David's expertise spans community policing, policy development, and administrative leadership. His career highlights include serving as a police officer in native communities, provincial police, and one of Canada's largest regionally deployed native police services. Notably, he was the inaugural police chief for the first "on-reserve" native casino in Ontario. Throughout his career, David has consistently demonstrated his commitment to developing culturally sensitive operational and administrative policies, emphasizing alternative justice strategies, and successfully negotiating multi-million-dollar native policing agreements.

At NPKCG, David's role as Senior Law Enforcement Consultant is pivotal in advancing our mission to foster positive change and empowerment within native communities. Elyzabeth Estrada, our Senior Public Safety Consultant, brings over a decade of invaluable experience in emergency management to her role as a Senior Public Safety Consultant at Native Peacekeeper Consulting Group (NPKCG). Her extensive background and expertise align perfectly with NPKCG's mission to provide comprehensive, culturally sensitive public safety solutions to diverse communities.
As the Assistant Director for Disaster Management at the Global Institute for Community Health and Development at the University of Miami, Elyzabeth has honed her skills in all aspects of emergency management, including mitigation, preparedness, response, and recovery. Her proficiency in these areas allows her to offer NPKCG clients robust, well-rounded strategies for enhancing their public safety protocols.

Elyzabeth's project leadership experience spans the nation, where she has advised various organizations on critical planning activities. Her expertise in developing Hazard Mitigation Plans (HMPs), Threat and Hazard Identification Risk Assessments (THIRAs), and Emergency Operation Plans (EOPs) ensures that NPKCG clients receive top-tier guidance in preparing for and mitigating potential emergencies.

During the COVID-19 pandemic, Elyzabeth demonstrated her ability to navigate real-world crises while working at the University of Miami Health System.
