Native Peacekeeper Consultant Group, LLC, Owner Amy Osceola Latchford: is an enrolled member of the Seminole Tribe of Florida and of the Otter Clan. She has developed a strong sense of culture by possessing a deep appreciation and knowledge of the Seminole Tribe of Florida’s customs, traditions, and values. She has embraced her heritage, language, and history as well as honoring and respecting the attributes of other cultures. She values diversity and recognizes the significance in fostering a peaceful and harmonious coexistence in society. For over 25 years, she has developed the ability to develop a team, nurture the team and lead the team. She is a proven leader with the ability to instill core values by providing guidance and support to help individuals grow and improve in life. As a leader, she has been able to transform individuals to be motivated by obtaining their ultimate goals by creating a positive environment to succeed in and thrive in everything they do.
William R. Latchford, the President of Native Peacekeeper Consultant Group, LLC, and a retired Executive Director of Public Safety and Chief of Police, has dedicated his career to safeguarding and serving the Native American community. With over 30 years of experience in public safety with the Seminole Tribe of Florida, he recently retired as the Executive Director of Public Safety, overseeing multiple departments including the Police Chief, Fire Chief, and Emergency Management Director. His emphasis on collaborative efforts among these departments has maximized their collective potential to provide superior services to the community.
During his tenure as Chief of Police, William led the police department in delivering high-quality services to the community by implementing innovative strategies, policies, and programs aimed at enhancing public safety and reducing crime. His experience in the gaming industry has equipped him with insight into security and risk management for Tribal Gaming enterprises, proving invaluable in identifying vulnerabilities and developing effective risk management strategies.
William holds a Bachelor’s degree in Public Administration and a Master’s degree in Criminal Justice, specializing in Emergency Management. He is currently pursuing a doctorate degree at Saint Leo University, specializing in Homeland Security. With over 26 years of positional leadership roles, William has attended top law enforcement training programs across the country, including the FBI National Academy session 241, FBI LEEDA, Command Officers Development Course from the University of Louisville, and many other leadership courses.
In addition to his leadership roles, William is dedicated to sharing his expertise and knowledge, having trained and mentored numerous law enforcement officers, firefighters, and emergency management personnel throughout his career. He is a certified instructor, regularly conducting training sessions on topics such as leadership, emergency preparedness, and community policing.
Beyond his work in public safety, William is actively involved in his community, participating in organizations such as the International Police Chiefs Association, Florida Police Chiefs Association, FBINA Associates, FBILEEDA Associates, and National Native American Law Enforcement Association. As the Co-Director at Florida State University's Native Crime and Justice Research Institute, William is at the forefront of pioneering research and policy development aimed at addressing the complex issues pertaining to crime and justice in Native communities. His commitment to the Native American community and public safety, along with his focus on concierge community service, reflects his dedication to assisting Native American communities across the country.
Retired Chief David L. Perry is a senior research associate and program manager in the Law Enforcement Safety and Wellness group at the Institute for Intergovernmental Research (IIR). He has retired after 25 years of campus public safety law enforcement with FSU and UNC. He is an experienced subject-matter expert and classroom instructor. He has served as past president of several law enforcement organizations, including the International Association of Campus Law Enforcement Administrators, the Florida Police Chiefs Association, and the North Florida Chapter of the National Organization for Black Law Enforcement Executives. He holds a Master's degree in public administration from Albany State University.
Throughout his career, Chief Perry has held various positions, including Chief of Police at UNC and assistant vice president for campus safety and Chief of Police at FSU. He also served as deputy Chief of Police and acting Chief of Police at Clemson University. He has extensive experience in narcotics investigation, supervision, and campus law enforcement administration.
Chief Perry has conducted comprehensive department reviews, focusing on areas such as campus-community interaction, organization and management, policies and procedures, performance evaluation, recruitment and retention, training and education, emergency preparedness, and crime prevention. He has also assisted in developing critical incident plans and improving communication methods and crisis management strategies.
In addition to his work in campus law enforcement, Chief Perry has worked on enhancing computer applications within police departments. He is skilled in managing webpage information and utilizing technologies to streamline processes and improve efficiency.
Chief Perry's goal is to help campus law enforcement agencies address their unique challenges and meet the evolving needs of their communities by offering management expertise, consulting services, technical proficiency, and operational insight.
